公共部门人事制度改革与国家能力建设
This project examines public personnel systems from the perspective of organizational governance and state capacity, treating them as foundational rules for the operation of the state. Personnel institutions are not merely tools of staff management, but institutional arrangements that connect state goals, administrative organizations, and the exercise of public authority.
Project outputs are still being prepared and reviewed; public content will follow the version released after project completion in 2027.
