The project treats public personnel systems as administrative infrastructure for state capacity. Recruitment, training, evaluation, promotion, mobility, pay, protection, and exit rules are not peripheral HR techniques; they are institutional mechanisms through which states constitute the workforce that carries policy capacity.
The site is designed as a public-facing layer over a larger research workspace. It separates proposal-level argument, public summaries, document-level coding, and internal quality assurance materials.
