公共部门人事制度改革与国家能力建设
The project treats public personnel systems as administrative infrastructure for state capacity. Recruitment, training, evaluation, promotion, mobility, pay, protection, and exit rules are not peripheral HR techniques; they are institutional mechanisms through which states constitute the workforce that carries policy capacity.
Project outputs are still being prepared and reviewed; public content will follow the version released after project completion in 2027.
